Nevada’s Coalition to Address Personnel Shortages in Special Education and Related Services in collaboration with the Nevada State Education Association (NSEA), and the Nevada Department of Education (NVDOE) has been working with the U.S. Department of Education (USDOE) to develop a list of teacher shortage areas for Nevada. A Nevada teacher in a shortage area may qualify for loan forgiveness, loan deferments or the reduction of a teaching obligation depending on the type of loans and the date the loans were taken out.
The United States Department of Education evaluated Nevada’s proposed teacher shortage areas pursuant to Section 428 (b) (4) (B) of the Higher Education Act of 1965, as amended. The federal designation of teacher shortage areas in Nevada under: • 34 CFR 682.210(q) enables a borrower who had no outstanding Federal Family Education Loan (FFEL) Program loan on July 1, 1987 but who had an outstanding FFEL Program loan on July 1, 1993 to qualify for deferment of loan repayment under the Federal Stafford Program anytime within the life of the borrower’s loan(s);
• 34 CFR 674.53(c) enables Federal Perkins Loan borrowers who are full time teachers of mathematics, science, foreign languages, bilingual education or any other field of expertise where the State educational agency determined there is a shortage of qualified teachers to qualify for cancellation of up to 100% of the loan;
• 34 CFR 686.12(d) enables grant recipients to fulfill their teaching obligation under the Teacher Education Assistance for College and Higher Education (TEACH) Grant Program; and • 34 CFR 653.50(a) (2) (ii) enables scholars to qualify for the reduction of teaching obligation under the Paul Douglas Teacher Scholarship Program. In response to the Nevada Department of Education’s submission, the United States Department of Education (USDOE) has released the designated teacher shortage areas in elementary and secondary schools in Nevada for the following years: 2001/2002, 2002/2003, 2003/2004, 2004/2005, 2005/2006, 2006/2007, 2007/2008, 2008/2009, and 2009/2010 & 2010/2011 The list of Nevada elementary and secondary teacher shortage areas designated by the USDOE includes AUDIOLOGISTS, SPEECH PATHOLOGISTS, and SPEECH THERAPISTS. Please see attached list of Nevada elementary and secondary teacher shortage areas designated by the USDOE.
Please note: Federal Stafford/SLS borrowers who have questions concerning their loans, including the teacher shortage area deferment should contact the Federal Student Aid Hotline at 1-800-4FED-AID ((1-800-433-3243); Federal Perkins Loan borrowers should contact the school where the loan was received; and Douglas Scholars should contact the State agency that awarded the scholarship. IMPORTANT NOTICE: The principals at the schools are the delegated authority to provide certification that eligible borrowers are teaching in a designated teacher shortage area. Teachers are responsible for obtaining the appropriate form, requesting the principal's certification by signature on the form, and sending the signed form to their loan holders.
